Approve Agreement with GEO Reentry Services, LLC in the amount of $1,584,660.00 to provide adult day reporting services, County Jail cognitive behavioral programming, and Juvenile Hall cognitive behavioral programming for the period of July 1, 2024, through June 30, 2027; authorize the Chief Probation Officer to sign any future amendments that do not increase the total contract amount; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
Board approved and signed the 2012-13 adult day reporting services agreement on March 27, 2012, and subsequent amendments extending the termination date to June 30, 2016. Board approved and signed the 2016-17 adult day reporting services agreement on June 22, 2016, and subsequent amendments extending the termination date to June 30, 2020. Board approved and signed the 2020-24 adult day reporting services agreement on June 23, 2020. Board approved and signed the 2020-21 adult programming services for Willits and juvenile programming services for Ukiah agreement on June 23, 2020, and subsequent amendments extending the termination date to June 30, 2024.
Summary of Request:
GEO Reentry Services provides effective and intensive community supervision through the Adult Day Reporting Center located in Ukiah, as well as services to participants in the Willits Probation Office, utilizing true evidence-based programming. GEO’s program structure includes and incorporates all of our requirements necessary for our AB109 programs, including, but not limited to: risk and needs assessments, cognitive behavioral programs (individual and group), behavioral change plans, self-directed journaling, anger management, substance abuse testing and treatment, graduated sanctions and rewards, intensive probation supervision, employment and training assistance, case management, after care, outcomes tracking and program evaluation. In addition, GEO provides Cognitive Behavioral Programming to in-custody adults at the Mendocino County Jail and to in-custody juveniles at the Mendocino County Juvenile Hall. Utilizing GEO Reentry for our Adult Day Reporting Center services as well as in-custody adult and juvenile services provides a continuum of care for post-release clients as they transition from in-custody programming to community supervisor programming in our county.
Funding for these services will be through AB109 Community Corrections Partnership (CCP) for adult services and Youthful Offender Block Grant (YOBG) funds for in-custody juvenile services.
