Summary of Request:
The Family Urgent Response System (FURS) is a statewide mandated program, originally enacted through Section 107 of Senate Bill 80 (Statute of 2019) and amended by Assembly Bill 79 (Statute of 2020), to support current and former foster youth through age 21 during periods of instability. The program contains three components: 1) state hotline; 2) local mobile response services; and 3) local follow up services for up to 72 hours following a mobile response. FURS is intended to prevent placement disruptions, the need for 911 calls or law enforcement involvement, psychiatric hospitalizations and placements into congregate care, and assist youth and their caregivers in a trauma-informed, family friendly manner to de-escalate and stabilize situations, and link the youth and family to ongoing services and resources. FURS services are required to be provided 24 hours a day, 7 days a week, 365 days a year, and mobile response services must be provided at any location within Mendocino County within 1 to 3 hours of receiving a call from the state hotline, or same day within 24 hours, if a non-urgent response is requested by the caller.
The FURS program was proposed to be eliminated in the State Budget May Revision effective Fiscal Year (FY) 2024/25 and annually ongoing. In case the program was not eliminated, Department of Social Services, Family and Children’s Services entered into a one-month agreement with Redwood Community Services, Inc. (RCS), to provide FURS mobile response services until reinstatement of the program was confirmed. On June 5, 2024, the Mendocino County Purchasing Agent approved Agreement No. PA-25-16, SS-24-035 with RCS to provide FURS mobile response services, effective July 1, 2024 through July 31, 2024.
The final 2024-25 State budget agreement includes full restoration of the FURS program and was included in the Legislature’s two-way budget agreement. The proposed Amendment to Agreement No. PA-25-16, SS-24-035 extends the end date to June 30, 2025, and increases the amount by $359,721 for a new total of $392,423, for RCS to continue providing FURS mobile response services to current and former foster youth through age 21 in Mendocino County. FURS services are state-mandated and fully funded by the State General Fund, therefore, the Agreement includes a clause specifying the Agreement is subject to the approval and availability of State General Fund monies.
County’s State General Fund allocation for FURS services for Fiscal Year (FY) 2022/23 was $445,376, and $447,580 for FY 2023/24. The County has not received the final allocation letter from the State for FY 2024/25, however, the State General Fund allocation for California’s FURS services to implement the program for FY 2024/25 is $30,000,000. The total cost of the FY 2022/23 and 2023/24 agreements with RCS for FURS services was $392,423 for each FY, well under the state allocations.
