Previous Board/Board Committee Actions:

In 2023, the Board approved a letter supporting the City of Fort Bragg’s request for grant funds to improve the Veterans Memorial Hall.  In 2025, the Board approved a license agreement with the City, allowing inclusion of the Veterans Memorial Hall grounds within the City’s Bainbridge Park Enhancement Project, and allowing the City to maintain those improvements.                       

 

Summary of Request

The City of Fort Bragg has demonstrated commitment over a period of years to see the Fort Bragg Veterans Memorial Hall preserved and improved.  With the County’s support, the City (unsuccessfully) pursued grant funding to update the building’s systems for use during emergencies; the City was also permitted to incorporate the Memorial Hall’s grounds within the Bainbridge Park Enhancement Project, construct, and maintain those improvements.  This license agreement has a three-year term, with the option for up to an additional three years; under the terms of the agreement the City would operate and maintain the Veterans Memorial Hall with usage prioritized for veterans consistent with the Rules & Regulations as approved by the Board of Supervisors.  The City will continue using the Memorial Hall as a community gathering space and center for events and meetings and continue looking for funding that could improve the building’s infrastructure for use as an emergency operations center.  The agreement recognizes spaces within the Memorial Hall that are dedicated to the American Legion Sequoia Post and Veterans Service Office (VSO); specifying those areas can be occupied and used without interference, while also clarifying that routine usage of the VSO should not preclude other uses of the premises during the same time.  The City would begin paying for utilities and routine maintenance in exchange for fee revenues (according to the fee schedule as set by the Board of Supervisors). 

 

To approve the license agreement, Government Code Section 25526.6 requires the Board to make two findings: that the conveyance is in the public interest and that the interest in the land conveyed will not substantially conflict or interfere with the use of the County property as a Veterans Memorial Building.  Staff believe the City has already demonstrated its ability to preserve and improve this property, and the license agreement obligates the City to continue operating the property as a Veterans Memorial Hall.

budget clarification: This license agreement will have the City begin paying normal maintenance and repair expense, along with utilities, in return for fee revenue generated through facility usage.  In recent years, the County has spent approximately $15,000 annually on utilities at this Memorial Hall, $4,000 for “household expense” and 4 hours of weekly staff time with varying associated costs.  Rental revenues the County has collected from the site in the most recent 12-month period have been $3,220.
