Summary of Request

The State of California authorizes each county to develop an Emergency Medical Services (EMS) program and to designate a Local Emergency Medical Services Agency (LEMSA) to oversee delivery of EMS within its geographical area. As documented in California Health and Safety Code (Division 2.5, Chapter 6, Article 1, Sections 1798.100 - 1798.105), Base Hospitals must be designated by the LEMSA in order to provide medical control, direction, and accreditation, certification, and supervision of personnel delivering emergency medical services. Pursuant to those guidelines, Mendocino County’s LEMSA has designated Adventist Health Howard Memorial, Adventist Health Mendocino Coast, and Adventist Health Ukiah Valley to serve as Base Hospitals for local EMS providers.

 

Today’s item requests approval of a single retroactive Agreement covering costs incurred by the LEMSA as a result of designating and regulating the three local hospitals in Willits, Fort Bragg, and Ukiah as Base Hospitals; all three hospitals are overseen by Adventist Health. When executed, the Agreement will allow reimbursement of costs for Fiscal Years 2022-23 through 2024-25. Although retroactive approval of the Agreement is requested, in part due to the time required to transfer administration of the Agreement from Social Services to the Executive Office, the LEMSA has maintained Base Hospital status with all three Adventist hospitals, and each has received EMS patients throughout contract gaps.

 

Coastal Valleys EMS Agency consulted in the development of the proposed Agreement with Adventist Health and cosigned it as Mendocino County’s LEMSA.
