Approve amendment to BOS Agreement 24-168 with Anchor Health Management to increase the amount by $108,617 for a new total amount of $1,992,975 to provide specialty mental health medication management services to eligible Medi-Cal beneficiaries of Mendocino County with contract being effective October 1, 2024, through June 30, 2025; authorize the Director of Health Services or designee to sign any future amendments to the Agreement that do not affect the annual maximum amount; and authorize chair to sign the same.

September 24, 2024, Item 4d, Board of Supervisors (BOS) approved to contract with Anchor Health Management Inc in the amount of $1,884,358.
Summary of Request:
The Request for Proposal (RFP) committee for RFP #010-24 Specialty Mental Health Service Providers consisted of reviewers from Behavioral Health, Probation, Sheriffs, and Social Services.
The agreement with Anchor Health Management, Inc., (AHM) is for medication support services. AHM would provide Specialty Mental Health (SMH) medication support services to Mendocino County residents in Ukiah, Fort Bragg, and via telehealth. Medication Support Services would be provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent. Anchor Health Management, Inc. would serve up to 1250 beneficiaries. AHM. has been providing specialty mental health medication support services for beneficiaries for several years.
Anchor Health Management would be providing SMH Medication Management Services as defined in this contract and pursuant to Medicaid laws, and regulations, including the 1915(b) Waiver, the County of Mendocino State MHP Agreement, and Behavioral Health and Recovery Services (BHRS) policies and procedures. SMHS are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent.
Anchor Health Management will provide data and metrics to Behavioral Health which shall include: Number of individuals housed during services, number of individuals unhoused vs housed in services, number of new beneficiaries' accessing services, number of services provided, number of services provided by provider type, type of services provided by provider type, number of beneficiaries who completed treatment and have not returned, number of beneficiaries currently in services accessing crisis services, improvement in beneficiaries outcome measures including but not limited to based on client's age, the Adult Needs and Strengths Assessment (ANSA), Child Assessment of Needs and Strengths 50 (CANS-50), Client Satisfaction Questionnaire (CSQ-4) General Anxiety Disorder-7 (GAD7) Pediatric Symptom Checklist (PSC-35) and Adverse Childhood Experiences, to measure clients' functioning and/or satisfaction, and number of beneficiaries access services that needed a higher level of care, i.e. LPS. In addition, the Behavioral Health department shall be utilizing a behavioral health analytics platform that will be connected to the electronic health record (EHR) to provide analytics at the individual client level, therapist level, organization, and across the contracted agencies. The data is pulled directly from the County Behavioral Health EHR.
This amendment will increase the amount allotted for Specialty Mental Health Services, add funds for the cost incurred using the Exym EHR, and a rollover of the remaining funds for the Full Service Partnership program from the previous agreement to cover the services provided under this agreement.
