Summary of Request:
The Department of Health Care Services (DHCS) developed the Enhanced Care Management (ECM) program under a 1915(b) waiver to implement broad delivery system and program changes in the Medi-Cal program. Under the ECM program, and in-lieu-of alternative nonmedical services (e.g., housing transition, recuperative care, sobering centers, etc.), whole-person, interdisciplinary care services are provided to address both the clinical and non-clinical needs of high-cost, high utilizing Medi-Cal beneficiaries through a collaborative and interdisciplinary whole-person care approach.
Mendocino County Behavioral Health and Recovery Services (BHRS) entered into Agreement No. MH-21-040 with Partnership HealthPlan of California (PHC) for ECM services effective January 27, 2022. The Agreement enables BHRS to provide reimbursable whole-person, interdisciplinary care to Medi-Cal members, through intensive care management services to ensure beneficiaries receive the multiple types of care needed in a coordinated manner. The goal of these services is to improve overall health outcomes through intensely coordinated care management, mitigation of social determinants of health, and reduction of health disparities and inequities.
Agreement No. MH-21-040 was originally processed with a start date to commence upon signing, yielding the January 27, 2o22 effective date. Since then, PHC has requested the proposed Amendment be processed, changing the effective date to a retroactive start date of January 1, 2022, and adding specific ECM Quality Improvement Program language.
