Approve retroactive Amendment to Agreement No. MH-20-006 with Coastal Seniors in the amount of $4,500 for a new total of $8,750 for Mental Health Services Act funded programs on the coast for the period of July 1, 2020 through June 30, 2021; authorize the Health and Human Services Agency Assistant Director/Behavioral Health and Recovery Services Director to sign any future amendments that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
Mental Health Services Act (MHSA) Community Services and Supports (CSS) services, and Prevention and Early Intervention (PEI) services, work to reduce risk factors for the development or severity of symptoms of mental illness. MHSA requires qualified providers of CSS services and PEI services within certain areas of the County. Historically, contracts for these services in Mendocino County were included in the Specialty Mental Health Administrative Services Organization contract. However, with a change of service provider, these contracts have transitioned to the County for direct administration. In light of this change, the County Behavioral Health and Recovery Services (BHRS) program entered into six-month contracts with vendors able to provide services immediately, while BHRS researched how to ensure service provision for all required MHSA areas. Coastal Seniors entered into standard Agreement No. MH-20-006 on July 1, 2020, to provide MHSA funded programs to schools and the community on the coast. While services commenced under the short-term contracts, BHRS issued Request for Proposals (RFP) for CSS services and PEI services in July 2020. Provider responses to the RFPs did not cover all MHSA required areas, requiring BHRS to continue researching best methods of service provision. This research has taken longer than anticipated, and Amendments to contracts for these services are now needed to keep services current. The change in service oversight, and lengthy research process, impacted the development time of contracts and contributed to the retroactive nature of the proposed Amendment.
