Summary of Request:
Mendocino County is a region that is primarily rural, with the population uniquely dispersed over a variety of terrains vulnerable to natural disasters. Climate change has exacerbated natural hazards faced in Mendocino County, including but not limited to wildfire, drought, severe winter storms, associated flooding, erosion, landslides, and rising sea-levels, requiring additional resources to effectively plan, address, and respond. To help with this, in July 2025 the County of Mendocino issued Request for Proposal No. 022-25 with the intent to retain a qualified and experienced consultant to assist with creating and implementing a County-wide Mendocino County Flood Response Plan (MCFRP). Following the evaluation process, Hagerty Consulting Inc. was selected to provide the services and enter into an agreement with the County of Mendocino.
Through the proposed Agreement, Hagerty Consulting, Inc. will provide the following services, including but not limited to: working with related partners and cooperating agencies to mobilize local and State resources in an effort to effectively mitigate a flood event in Mendocino County, perform, research, and develop individual components for the MCFRP, complete and assemble a draft MCFRP, gather comments, suggestions, and ideas and implement them into the final MCFRP, ensure the MCFRP is consistent with various County of Mendocino and State and local government emergency response plans, ensure the MCFRP aligns with California and Nevada flood resource terminology and National Weather Service alerting terminology, ensure the MCFRP covers all flood types including fluvial, pluvial, coastal, urban, inland, flash, and sea level rise, and develop and facilitate a scenario-based exercise to test the MCFRP’s effectiveness.
