By Resolution Number (No.) 12-054 (March 27, 2012), Board of Supervisors (BOS) authorized Department of Transportation (DOT) to enter into BOS Agreement No. 12-034/DOT Agreement No. 110118 with GHD Inc., for the replacement of the Mill Creek Bridge on Hill Road. By Resolution No. 20-132 (October 6, 2020), the BOS adopted the IS/MND and MMRP in compliance with CEQA. By Resolution No. 23-169 (October 17, 2023), the BOS approved BOS Agreement No. 23-179/DOT Agreement No. 220019 with GHD for professional engineering design services in the amount of $205,851 and authorized contingency amount of $20,858.
Summary of Request:
Mendocino County Department of Transportation will prepare and administer construction plans, specifications, estimates, and contract documents for DOT Contract No. 260021, for the replacement of the Hill Road Bridge over Mill Creek, CR 327B, milepost 2.05. This project is for the construction of a new bridge on the same alignment as the previous bridge and streambed restoration. The work is anticipated to span two construction seasons. Because the existing bridge collapsed on June 12, 2026, DOT may segregate removal of the bridge under DOT Contract No. 260020, to ensure the removal is complete before the 2026 rainy season. The current total construction costs, including contingency, are estimated at $7,874,000. The project is anticipated to be 100% reimbursable through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP) with the local match funded with Toll Credits.

Postpone award of the contract and delay commencement of construction.
