Previous Board/Board Committee Actions:
On December 6, 2016, Board of Supervisors (Board) authorized Amendment No. 1 to Agreement 16-029 in a new total amount not to exceed amount of $82,535. On June 21, 2016, the Board authorized Agreement No. 16-029 in an amount not to exceed $66,350. On September 9, 2015, the Board of Supervisors approved the FY 2015-16 Mendocino County Final Budget, which included $75,000 in funding to upgrade the County’s website. This funding was carried over into the FY 2016-17 Adopted Budget.
Summary of Request:
Improving technologies, including our County website, are important aspects in delivery of services for citizens, maintaining transparency within the governmental processes and to quickly and effectively provide citizens with information. To improve our website design and function to meet current website best practices, the Executive Office began researching website development options. Ease of navigation, having an intuitive and adaptive interface and the capability to update not only the webpage but various forms of social media simultaneously were key components in researching and choosing a website development company.
Vision Technology Solutions (Vision) provides unique, creative and responsive designs, functional layout, consistency, Section 508 compliance, security, easy-to-use and navigate menus, and advanced government-focused content management. In addition, the content management system allows for ease of use and the ability for pages to be updated quickly while maintaining a consistent look and feel.
The County’s current website has over 1,500 pages, which includes a number of outdated pages and stale information. Despite the attempt by departments and agencies to reduce the page count to the contracted amount of 200, staff discovered that all necessary and vital information required adding additional pages. Therefore, in total, County webpages were reduced by two-thirds from 1,500 to 500. Vision will migrate and additional 300 pages, 500 in total, of content in order to ensure that the new website includes all vital information for any member of the public, organization or other agency inquiring about County services, which will be covered with funding from the Information Services budget.
Alternative Action/Motion:
