Previous Board/Board Committee Actions:

On February 3, 2026, the Board of Supervisors took several actions to approve modifications to the Bella Vista Subdivision, including approving an Amended Vesting Tentative Map.  On March 10, 2026, the Board gave direction to staff to pursue the formation of a community facilities district for the maintenance of public improvements within the Bella Vista subdivision.                     

 

Summary of Request

Rolls, Anderson, and Rolls (RAR) is the engineering firm hired by the applicant for the subdivision, Guillion, Inc. They have requested design exceptions to the Mendocino County Road and Development Standards regarding use of plastic (HDPE) pipe instead of concrete for the storm drains and to use rolled curb instead of vertical curbs. DOT indicated in writing it would deny the request to use HDPE pipe and condition its support for the rolled curb request to use reinforcing bar per Sonoma County standards, which had been one of several standards submitted by RAR. The developer is seeking a referral of these determinations to the Board of Supervisors pursuant to Tab H of the Road and Development Standards, asking to use HPDE and to construct rolled curb without rebar.

 

DOT recommends the use of Sonoma County rolled curb specifications and the denial of the request to use HDPE pipe instead of concrete. The agenda packet includes the developer’s requests as well as DOT’s rationales for its recommendations.

 

Alternative Action/Motion:

Modify the resolution to allow for the use of HDPE pipe for the storm drain system in the Bella Vista Estates and/or a different standard for the use of rolled curbs, or provide other direction to staff.
