recommendation
Approve first Amendment to BOS Agreement No. 19-254 with West Business Development Center in the additional amount of $0 (total contract amount $97,180) for economic recovery services as funded by Economic Development Administration, effective upon fully execution through March 31, 2021; authorize the Chief Executive Officer to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.
End
Previous Board/Board Committee Actions:
The Board approved the grant application for this project to the Economic Development Administration (EDA) at the June 19, 2018 meeting. The Board approved BOS Agreement No. 19-254 at the November 11, 2019 meeting.
Summary of Request:
Under the direction of the County, West Business Development Center oversees the development of a Mendocino County Economic Recovery and Resiliency Plan. They have been working with the Economic Development and Financing Corporation (EDFC) to carry out the planning activities. The plan will create a strategic framework for the activities and efforts of local governments, agencies, and organizations to create a resilient economy in Mendocino County.
The original BOS Agreement No. 19-254 was written to the mirror the services described in the grant application that was approved by EDA for funding. However, after the grant agreement and contract with West Business Development Center were executed, EDA expressed that item F1 in the scope of services, which lists “engage with immigrant and undocumented populations, coordinate with service providers to enhance local business services and resources, increase protections for families and individuals, and advocate for greater state and federal resources” activities as ineligible grant activities. This amendment will only remove the ineligible activities listed above and will not change the contract term nor amount.
Today’s requested Board action allows approval of the amendment and gives the Chief Executive Officer to sign future amendments that do not increase the contract amount.
