Summary of Request:
As part of Mendocino County’s obligation to provide Specialty Mental Health Services, the Health and Human Services Agency, Behavioral Health and Recovery Services (BHRS) contracts with Redwood Community Services, Inc. (RCS) to support clients living at Haven House and other supportive housing units in Mendocino County. These facilities offer supportive living environments for clients who have been court-ordered into Assisted Outpatient Treatment (AOT), or who require treatment under the Lanterman-Petris-Short (LPS) Act. Staff support residents 24 hours a day, 7 days a week, and provide services that include: behavioral health services (i.e., individual therapy, individual and group rehabilitation, care management, and crisis support), medication management, assistance with developing greater independence and stability, and connecting clients to other supportive services as indicated in each client’s treatment plan.
BHRS requests Board approval of the agreement with RCS to arrange necessary Specialty Mental Health Services on behalf of the County, while allowing the County to maintain a comprehensive Mental Health Plan, and compliance with applicable laws, rules and regulations. BHRS has separate agreements with other vendors for Residential Care Services, covering the costs of care and housing. This agreement with RCS differs from the Residential Care agreements because funds are used only for Specialty Mental Health Services, not housing costs.
Due to extenuating circumstances related to the ongoing pandemic, BHRS did not receive the signed Agreement until after the deadline for the last Board meeting in June. This has necessitated a retroactive start date.
