At their January 13, 2026, Budget Workshop, the Board of Supervisors (BOS) received a presentation from the Department of Transportation (DOT) outlining the Road Budget. The Board of Supervisors received an update from the Department of Transportation on the Statewide Needs Assessment at their meetings in December 2009, 2010, and 2012.
Summary of Request:
Mendocino Council of Governments has funded periodic updates of the Pavement Management Program since 1994, updated 1996, updated in 2000-01, update again in 2003-04, 2006-07 - every three years.
A change occurred in FY 2012-13 due to budget constraints - physical Pavement Condition Index (PCI) surveys were reduced to roads over a score of 25 (the old lower scores were simply retained) to meet the budget; thus the PCI survey was reduced to 545 miles in 2016-17 and 2020-21. Saving up 5 years of MCOG budget for this new PCI allows surveying all 684 miles of surfaced County Road. The most recent update was conducted by Nichols Consulting in 2022. The lack of investment in pavement maintenance is a serious and costly problem. Without more investment in maintenance, existing streets and roads will deteriorate more rapidly and will cost much more to bring back up to an acceptable level of service. Nichols Consulting has prepared a report for the California State Association of Counties and League of California Cities on the statewide condition of local streets and roads that shows the lack of investment in pavement maintenance is pervasive and at a critical level. It also shows that local streets and roads in Mendocino County have slipped into the “failing” category in the past decade.
