Summary of Request:
On November 1, 2022, the County entered into agreement no. PA 23-48 with Deborha Yacobellis-Desmond, to provide maintenance and enhancement to the County’s permit “Trakit” system in the amount of $45,000 with a termination date of June 30, 2025. In 2025, the County amended agreement no. PA 23-48 to extend the termination date to June 30, 2026. Although it has now been several years since the last competitive bid, when last posted, it did result in only one response: Deborah Yacobellis-Desmond. Due to the sunset of the program, it is reasonable to conclude similar results will take place as the product is no longer available. With the current transition to Accela, it is imperative to have advanced knowledge of the Trakit system and how it functions with Planning & Building Services for an easier conversion to the new permitting system. With that, Planning and Building Services did not conduct a second outreach for proposals but is requesting the termination date with Deborah Yacobellis-Desmond be extended to June 30, 2027, to allow time for the transition to Accela to take place.

Do not approve the amendment and provide staff with direction.
