Summary of Request:
Mendocino County is applying for Community Development Block Grant (CDBG) Mitigation-Planning and Public Services (MIT-PPS) 2017 funds to fund the mandatory update of the Mendocino County Multi-Jurisdiction Hazard Mitigation Plan (MJHMP) which was last approved by FEMA in 2021 and is due for update by 2026. 44 CFR Part 201.6.c.4.i requires that approved mitigation plans are updated every five years, and this project responds to that mandate. The plan must also be updated to place a stronger emphasis on hazards that have had a significant impact on the County, including severe drought, winter storms, and wildfires. The County has also applied for funding under the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) to update the MJHMP; however, FEMA HMGP funding is both highly competitive and the timeline for review and approval of HMGP applications can be significant. County staff have identified CDBG MIT-PPS funding as a viable alternative funding source to ensure the County has the necessary resources to complete the MJHMP update should the HMGP sub application be unsuccessful. Staff will develop and submit the County's application by HCD deadlines, and the Chief Executive Officer or designee will sign and execute the amendment, applications and other documents related to the grant. The resolution presented is on an HCD-mandated template.
