Summary of Request:
Mendocino County first began contracting with Granicus LLC. for live closed captioning services in August 2020, when virtual meeting accessibility related to the COVID-19 pandemic highlighted an already existing need for these critical services. Granicus hosts a vast number of programs utilized by Mendocino County related to live meeting services, agenda publication, and government transparency, making them the most logical, functional, and cost effective option for captioning services. Live captions are an essential service for compliance with Americans with Disabilities Act (ADA) requirements to provide increased accessibility to Board of Supervisors (BOS) meetings for the hearing impaired.
The original Agreement No. PA-21-33 was processed at Purchasing Agent level with services beginning on August 5, 2020. On October 19, 2021, the BOS approved a first Amendment (BOS Agreement No. BOS-21-180) extending the term of services for an additional year through August 5, 2022, and increasing the amount to $58,500 to cover continued services. On August 16, 2022, the BOS approved a second Amendment (BOS Amendment No. BOS-21-180-A1) extending the term again for an additional year through August 5, 2023, and increasing the amount to $87,750. The proposed third Amendment (BOS second Amendment), extends the term of services for another year through August 5, 2024, and increases the amount to $119,047.50 to cover continued services.
The proposed third Amendment (BOS second Amendment) started processing in May 2023. The Exception to Bid and signature processes collectively took longer than expected, with the original term expiring on August 5, 2023, before this third Amendment could be seen by the Board.
