Previous Board/Board Committee Actions:
On March 27, 2012, the Board of Supervisors authorized the submittal of an application for the 2012 Community Development Block Grant (CDBG) funding to the State Department of Housing and Community Development (HCD); on January 23, 2013, the State approved the application. On March 17, 2015, the Board of Supervisors approved the County’s Program Income Reuse Agreement. On June 16, 2015 the Board of Supervisors expressed interest in providing funding to the Sun House project and on September 22, 2015, allocated CDBG Program Income funding to the Sun House project. On November 3, 2015 the Board of Supervisors approved Resolution No. 15-162 allocating/reallocating 2012 CDBG funding and on-hand program income.
Summary of Request:
In 2014 HCD rule changes relative to CDBG program income require jurisdictions to either place the program income in a revolving loan fund (limited to housing or business assistance) or allocate the program income to eligible activities. Absent either of these actions the program income must be used to fund existing CDBG funded activities in lieu of program draws. The current CDBG Program Income is derived from amortized business loan payments from loans made in 2010 (20 year notes) that are approximately $120,000 per year. This value is subject to change based on program expenses or the receipt of additional Program Income. In previous years, County staff conducted public meetings soliciting input on needs within the community (fulfilling federal citizen participation requirements) to be addressed with available funding, from which the seven (7) CDBG Grant projects were identified and are listed below and further described in an attachment to this agenda packet. The Department of Planning & Building Services (PBS) has been working to complete the seven (7) projects associated with allocations from the 2012 CDBG Grant, as well as seven (7) supplemental activities allocated to program income. Due to a previous discrepancy in the reporting of the Program Income to HCD, the County was unable to proceed with completion of many of the projects. PBS staff has worked with the HCD to remedy the inconsistencies in reporting and is now able to proceed with the various projects; however the current agreement must be extended and modified to complete the projects. Staff is recommending the following allocation/reallocation to on-hand program income be approved by the Board:
