Recommended Action/Motion:
recommendation
Ratify letter of support for AmeriCorps.
End
Previous Board/Board Committee Actions:
The Board of Supervisors regularly issues support letters that align with the 2025 Legislative Platform. These letters advocate for adequate and ongoing federal and state funding, timely distribution of resources, increased local authority, and flexibility in administering and providing services.
Summary of Request:
As of May 2025, the AmeriCorps program is experiencing significant disruptions due to substantial federal funding cuts and administrative actions.
• Budget Reductions: Approximately $400 million, or 41% of AmeriCorps' grant funding, has been terminated. This decision affects over 32,000 AmeriCorps members and volunteers, as well as 1,031 partner organizations nationwide.
• Program Terminations: More than 1,000 programs have been shuttered, prematurely ending the service of thousands of AmeriCorps members and AmeriCorps Seniors volunteers.
• Staff Furloughs: Approximately 85% of AmeriCorps staff have been placed on administrative leave, leaving only a minimal workforce to manage remaining operations.
• NCCC Program Shutdown: The National Civilian Community Corps (NCCC), a key AmeriCorps program, has been effectively shut down. Members were informed in April 2025 that their service would end early.
These abrupt funding cuts have disrupted critical services across the country, including disaster relief, education, and community support initiatives. While some AmeriCorps programs continue to operate with existing funds, the overall capacity of the organization has been severely diminished. Local programs such as North Coast Opportunities' (NCO) California Emergency Response Corps (CERC) are among those impacted.
The Board is now being asked to issue a letter of support urging Congress to take action to protect AmeriCorps funding and ensure the program's continuation.
Alternative Action/Motion:
Do not ratify letter of support and provide alternative direction.
