Previous Board/Board Committee Actions:
By Resolution Number (No.) 12-079 (May 22, 2012), the Board of Supervisors (BOS) approved Department of Transportation (DOT) Agreement No. 110121 with Quincy Engineering, Inc., for plans, specifications, and estimate bid package for the Rowes Creek Bridge on Sherwood Road. By Resolution No. 16-141 (December 6, 2016), the Board authorized the Director of Transportation to advertise for bids and award DOT Contract No. 160090 for construction of the Rowes Creek Bridge Replacement project.
Summary of Request:
There is a need for construction management services for the construction phase of the project. DOT has insufficient engineering staff to perform the work in a timely manner and therefore requires professional, expert, and technical services of a temporary nature. DOT has undergone a qualification based selection process to find a consultant who can perform the construction engineering work and has selected SHN Consulting Engineers & Geologists (SHN), based on their qualifications. DOT Agreement No. 190016 provides for specialized consultant services with SHN for construction management of the Rowes Creek Bridge Replacement Project in the amount of $77,765. Costs of the project are to be funded primarily through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP), with the local match covered by the Toll Credit Program. DOT also believes it is prudent to request a contingency in the amount of $8,000 in order to facilitate timely completion of the work.
