Summary of Request:
In Mendocino County, the placement and care of children who have been removed from the custody of
their parents or guardians under Welfare and Institutions Code Section 300 is the responsibility of the
Mendocino County Department of Social Services, Family and Children’s Services (FCS). RCS provides through this Agreement Emergency Support Staff (ESS) 24/7 to assist FCS social workers when needed. ESS staff will assist in the immediate care and supervision of detained children while FCS locates a foster care placement. When foster care placement option is not immediately available for any foster youth, ESS will assist FCS staff in providing child supervision, comfort and emotional support for foster youth pending foster care placement. Between July 1, 2022 to June 1, 2023, FCS provided a total of 111 days of direct care and supervision of 17 foster youth with the assistance of ESS, while locating appropriate foster care placements for these youth.
