Previous Board/Board Committee Actions:

By Resolution Number (No.) 10-192 (December 14, 2010), the Board of Supervisors (BOS) approved BOS Agreement No. 10-224/ Department of Transportation (DOT) Agreement No. 100056, with Omni-Means, LTD - Engineers and Planners, for the Ukiah Crossroads “Master Planning” in connection with the 2010/2011 Redevelopment Agency work plan. By Resolution No. 18-066 (May 8, 2018), the BOS approved BOS Agreement No. 18-056/DOT Agreement No. 170067, with GHD, Inc. (GHD) for the North State Street - Highway 101 Intersection/Interchange Alternatives Analysis. At the February 4, 2020, BOS meeting, DOT and GHD presented the results of the alternatives analysis. By Resolution No. 22-172 (August 2, 2022), the BOS approved BOS Agreement No. 22-201/DOT Agreement No. 220007 with GHD, for professional engineering design services for a not-to-exceed amount of $138,122 for Allocation 1 for the project approval and environmental documents (PA/ED).                     

 

Summary of Request

DOT Agreement No. 220007 provides for preliminary engineering and design work, including project approval and environmental documents (PA/ED), and plans, specifications, and estimates (PS&E), needed for the North State Street Intersection Improvements Phase 1 project. The design will be provided to construct two roundabouts along North State Street, County Road (CR) 104 at the intersection with Kuki Lane, CR 250A, and at the State Highway 101 southbound interchanges, including the re-alignment of Lovers Lane, CR 222. GHD has agreed to perform the required work for completion of the PA/ED and PS&E phases, broken into two allocations. The final cost and scope of the required work to complete the PS&E phase, Allocation No. 2, was agreed to be finalized with a contract amendment and a second Notice to Proceed upon receiving grant funding, at an estimated amount of $1.25 million to $1.75 million. Funding for the PA/ED, PS&E, and right-of-way phases for the project has been programmed through the State Transportation Improvement Program (STIP). The PA/ED phase has been completed, work is ready to begin on the PS&E phase, and the STIP funds have been allocated. DOT and GHD have agreed the tasks needed to complete PS&E will be completed at an additional amount of $1,679,676, for a total contract amount of $1,830,854.
