Summary of Request:
The Sherwood Corridor is one of the most significant areas of concern for both Mendocino County emergency officials, CAL FIRE, and the local community. The lack of ingress/egress routes, density of development, and topography and fuel loading all contribute to this assessment and emphasize the importance of hazard mitigation within the community. The County of Mendocino has been awarded funding through the Building Resilient Infrastructure and Communities Program (BRIC) grant to increase fire resiliency by creating defensible space around critical facilities and hazardous fuels reduction in the Brooktrails Township, Sylvandale, Spring Creek and the Gates, the more densely populated neighborhoods on the Sherwood Corridor in Willits, CA. The County established the Wildfire Community Resilience Project with BRIC funding to reduce wildfire risk, protect essential infrastructure, and improve evacuation safety for Brooktrails Township and surrounding communities in Mendocino County.
The County, as the BRIC grant recipient, is subject to a strict timeline mandated by grant guidelines. Mendocino County staff have determined that an emergency condition exists because Phase 1 (the Planning Phase) of the Wildfire Community Resilience Project must be completed by December 31, 2026. The project suffered a significant delay due to a press release on April 4, 2025, from FEMA canceling the BRIC program, which was ultimately reversed December 11, 2025, and officially resumed and restored late March 2026. Staff therefore request approval of this retroactive Agreement, which engages a second vendor selected through the related RFP process, to assist with completion of Phase 1 of the Project. The County selected a second vendor from the most recent RFP because the County had no additional time to complete another competitive procurement process. Environmental Resource Solutions Inc. provided that they could take over the remaining tasks delineated for Phase 1 and carry the project to completion within the existing grant deadlines. The County consulted the CalOES, Grant Specialist, Hazard Mitigation Grants Division, regarding the possibility of engaging this second responsive bidder to complete the project within the established timeframe before drafting the proposed contract.
If approved, the selected vendor will complete a comprehensive fuels treatment plan, secure rights of entry and permits, complete CEQA analysis, prepare a Programmatic Environmental Impact Report, develop contract bid documents and specifications and complete a desk review of the project area to identify “no issue” parcels in preparation for the implementation of Phase II of the Project.
