Previous Board/Board Committee Actions:
March 28, 2023, Item 3k), the Board of Supervisors (BOS) approved a grant Agreement with The Regents of the University of California, UC Davis Veterinary School in the amount of $100,000, for the purchase of a new spay and neuter vehicle for Mendocino County. The BOS also approved utilization of funds from the Mendocino County Spay and Neuter Trust Fund in the estimated amount of $100,000 to $125,000 to complete the purchase.
Summary of Request:
On March 28, 2023, the Mendocino County Board of Supervisors (BOS) approved a grant Agreement from The Regents of the University of California, UC Davis Veterinary School in the amount of $100,000 for replacement of the existing mobile spay and neuter vehicle with a new vehicle. The total estimated cost for the new vehicle was up to $225,000, with the BOS also approving up to $125,000 from the Spay and Neuter Trust Fund to complete the purchase. The proposed Agreement with Magnum Mobile Specialty Vehicles specifies a price of $228,500 for the purchase of the vehicle but contains a clause providing for a possible 10% increase of purchase price to cover unanticipated costs. This brings the total possible maximum amount under this Agreement to $251,350. Since the proposed cost of the new vehicle exceeds the amount previously authorized by the BOS, this item requests approval of up to $151,350 from the Mendocino County Spay and Neuter Trust to cover costs in excess of the $100,000 of UC Davis Grant funds (an increase of $26,350).
If approved by the BOS, the Agreement will allow for a cash advance payment of $159,950, which is approximately 70% of the new vehicle’s total price. Mendocino County Policy No. 1 Section 6.11 states that advance payment of contract amounts by the County is discouraged but that they may be issued when appropriate. When advance payments exceed 25% percent of the total contracted amount, BOS approval through a separate action is required. As a result, the Mendocino County Department of Animal Care Services is requesting the BOS approve a cash advance of $159,950 to Magnum Mobile Specialty Vehicles so that production of the new vehicle can begin.
