Previous Board/Board Committee Actions:
At their April 9th, 2024 meeting the Board authorized creation of a Capital Improvement project to repair the structurally damaged entry façade of the Agriculture - Farm Advisor Building in the amount of $200,000 and authorized the Executive Division Manager to act as Project Manager to approve change orders for the project, pursuant to Public Contract Code section 20142.
Summary of Request:
Last spring, facilities staff identified deteriorating finishes at the columns supporting the porch structure on the front of the Agriculture - Farm Advisor building. Upon further investigation significant rot was discovered in all the columns supporting the porch roof. A contractor was retained on an emergency basis to provide shoring to support the roof. Upon project approval, staff retained an architect and structural engineer to evaluate the extent of the damage and develop plans for a comprehensive repair of the damaged porch. The project was put out to bid in October and three bids were received on October 31, 2024. The low bidder did not include the required bid bonds, and the bid was rejected as non-responsive. As a result FRC, Inc. was the lowest responsive bid. In combination with the design work and temporary shoring, award of this contract would exceed the original $200,000 project budget, and appropriation of the additional $50,000 from the Capital Improvement budget unit’s reserve for unanticipated capital projects is required to complete the project.

Reject all bids and provide direction to staff.
