Summary of Request

On July 28, 2021, Behavioral Health and Recovery Services (BHRS) submitted its application for the Telehealth Expansion for Mental Health Services Grant from California Department of Health Care Services, administered by Sierra Health Foundation. On October 28, 2021, funding was awarded which resulted in the proposed retroactive Agreement.

The purpose of this behavioral health telehealth infrastructure improvement project is to address the needs of individuals with serious mental illness, or with serious emotional disturbances. BHRS plans to use the funds to institute a fully functioning telehealth program to effectively provide services remotely. The funding will allow for the significant and much needed development and expansion of Mental Health telehealth infrastructure. Expanding telehealth capacity is essential to building greater health equity across difficult to access remote areas and populations who have challenges traveling for in person services. The funding upgrades and expands the presently limited technology of BHRS and provides multiple user-friendly enhancements that will be a great benefit to those in need of services.

BHRS received the Agreement from Sierra Health Foundation in December 2021, with a start date of November 20, 2021. The agreement was reviewed and quickly processed for County approval; however, the late receipt of the agreement necessitates a retroactive approval.

Alternative Action/Motion:

Return to staff for alternative handling.

How Does This Item Support the General Plan?

The grant supports several aspects of the General Plan. By expanding telehealth to our remote populations and those who face challenges attending in person, BHRS will be meeting Principle 2-3f by collaborating with local communities and organizations to reduce health disparities in low-income communities and reduce disparities in access to County services. Additionally, it meets goal DE-29 to support a healthy population that has access to healthcare, as well as DE-238, as it works to promote all acts of wellness in County populations.
