Summary of Request

Staff is requesting Board authorization for Purchasing Agent or designee to negotiate and execute a joint venture agreement with the City of Ukiah for the potential conversion of the Low Gap Regional Park tennis courts to pickleball courts.

 

Pickleball is one of the fastest growing sports in the United States and in Ukiah. It has elements of tennis, badminton, and ping-pong played with a paddle and wiffle ball. While popular mostly amongst seniors because of its low impact and accessibility, it is a growing sport of all ages and athletic skills.

 

Since 2018, the pickleball community has approached the City of Ukiah and County for dedicated pickleball courts.

 

The City is looking to upgrade the tennis facility to become dedicated pickleball courts at Low Gap Regional Park. There are currently two tennis courts that could be converted to six pickleball courts. The conditions of the tennis courts are poor, but improvements resulting from this potential conversion would increase utilization and allow up to 32 players to play at a single time. Recent outreach has shown the decline of interest in tennis in Ukiah.  However, the proposed project could result in a shift of the existing availability of the courts from Low Gap to Oak Manor for tennis players and vice versa for pickleball players.  

 

Currently, the City and the County of Mendocino have a Memorandum of Understanding (MOU) (Attachment 1) for the County to operate, manage, provide oversight of, and maintain the Park Use Area. The Park Use  Area includes the picnic area, playground, tennis courts, and other amenities.

 

With continued interest of community members and the Ukiah Pickleball Club (UPC) to have dedicated pickleball courts, the City would like to work in collaboration with the UPC and County to resurface the tennis courts at Low Gap Regional Park, and convert them to dedicated pickleball courts (See Attachment 2 for Proposal).

 

The majority of pickleball players in Ukiah currently play at the Oak Manor Tennis Courts, but the Low Gap tennis courts are a preferred location for this project due to noise levels associated with the game. There are no homes located immediately next to the Low Gap Tennis Courts, which makes this an ideal location.

 

County staff have met with City of Ukiah representatives and administratively agree the project is worth considering. 

 

Under the proposed Joint Venture Agreement, the City will be the financial lead on the project and will seek funding through grants. Additionally, the City will work in support of the UPC’s fundraising efforts. The City will be responsible for all aspects of awarded grants and project management, including the bidding process, contracting, and construction oversight. The City and County will work collaboratively on community outreach efforts as part of the process.  The City will provide routine updates to the County on project progress and seek approval from the County before awarding contracts and beginning construction.  Note:  If the project proceed, the existing Memorandum of Understanding between the City and County will be updated to reflect the continued maintenance by the County after this project is completed. The collaborative efforts will also include ongoing fundraising efforts by the UPC to be used for ongoing maintenance of any improvements as a result of the project.
