Ongoing Agreement since 2008; last action on March 27, 2018, Item No. 4(i), Resolution No. 18-042, BOS Agreement No. 18-026.
Summary of Request:
The California State Water Resources Control Board has Beach Monitoring funding available for water quality monitoring and public notification programs at California beaches. Mendocino County Health and Human Services Agency (HHSA) has been receiving these funds since 2003 through annual agreements with the State. The funds are used for sample collection, lab analysis, and report preparation. HHSA, Environmental Health (EH) conducts weekly sampling at five popular beaches: Pudding Beach, Caspar Cove Beach, Hare Beach, Big River, and Little River at Van Damme. Additional sampling is done in partnership with the Surf Riders Association at Virgin Creek.
Given the re-occurring nature of this grant, and the fact that the grant agreement is always retroactive, last year EH asked the State to align the processing of the grant agreement with the corresponding fiscal year; this request was denied. EH then asked the State to change the grant timeline to eliminate the retroactive status; this request was also denied. On December 20, 2018, the State sent a draft 2018-19 agreement to EH for review and editing. EH immediately responded to the State confirming that the draft was ready to be finalized. While the State was finalizing the agreement, EH drafted a Resolution, per State requirements. After the agreement and Resolution were fully drafted, they were routed through the normal County approval process, and submitted to go before the Board of Supervisors on the next available Board date.
