Previous Board/Board Committee Actions:

On September 13, 2016, the Board adopted resolution number 16-115, which authorized the processing of a consolidated Coastal Development Permit by the California Coastal Commission for Caltrans to conduct geotechnical drilling at the Albion River Bridge.

 

On February 8, 2022, the Board adopted resolution number 22-036, which authorized the processing of a consolidated Coastal Development Permit by the California Coastal Commission for Caltrans to inspect, repair, and upgrade various undercarriage sections to the Albion River Bridge.                     

 

Summary of Request

The California Department of Transportation (Caltrans) requests the processing of a Consolidated Coastal Development Permit to implement the Albion River Bridge Project. The project would replace the existing bridge with a spandrel arch structure to the east of the current alignment. The new bridge would include wider shoulders and separated pedestrian access. In addition to replacing the bridge, the project would widen roadway shoulders along State Route 1, lengthen the left turn lane south of Spring Grove Road (CR 401), realign and improve Albion River North Side Road (CR 403A), and reconstruct the intersection of State Route 1 and Albion Little River Road (CR 403).

 

The project area includes land within the jurisdiction of both the County of Mendocino and the California Coastal Commission because parts of the project area span the Albion River, associated beach, and campground, which are mapped as Commission-retained permit jurisdiction areas. California Public Resources Code Section 30601.3 allows the processing of a Consolidated Coastal Development Permit when the local government and Coastal Commission both consent to the consolidation, provided public participation is not substantially impaired. In this case, the processing of a Consolidated Coastal Development Permit would eventually require that the Coastal Commission hold a public hearing, which would afford the same degree of public participation as the hearing procedures in Mendocino County.

 

Alternative Action/Motion:

Do not adopt the resolution and require the processing of a Coastal Development Permit by the County.
