Previous Board/Board Committee Actions:

By Resolution 16-063 (June 7, 2016), the Board authorized submittal of a Regional Payment Program Application by County of Mendocino staff and authorized Mendocino Solid Waste Management Authority (MSWMA) to execute all related documents.                     

 

Summary of Request

The Department of Resources Recycling and Recovery (CalRecycle) administers the Beverage Container Recycling City/County Payment Program (Payment Program), which can be used to fund litter reduction activities that include beverage recycling containers.  Historically, the funds allocated through the Payment Program to the County of Mendocino (County) and the Cities of Ukiah, Fort Bragg, and Willits (Cities) have been used by MSWMA to fund a portion of illegal dump cleanup activities countywide.  By Resolution 16-063 (June 7, 2016), the County has been authorized to submit an annual application and the General Manager of MSWMA has been authorized to execute all documents related to the Payment Program on behalf of the County, as part of a regional litter reduction program along with the Cities.  In 2023, the City of Ukiah (City) assumed the General Manager duties of MSWMA.  In attempting to apply for Payment Program funds for Fiscal Year (FY) 2024/2025, CalRecycle notified the City of Ukiah they did not have proper authority granted to them by the County and the Cities to apply for funds on behalf of the County and the Cities for a regional program.  To meet the application deadline, the Mendocino County Department of Transportation (MCDOT) was able to submit a regional application for the Payment Program on behalf of the County and the Cities.  The application submitted by DOT has now been approved for payment in the estimated amount of $30,873.  Upon receipt of these funds, it would be appropriate to transfer the funds to MSWMA to be used for countywide litter reduction activities consistent with the Payment Program’s purpose.  A draft resolution has been prepared for the Board’s consideration and adoption.

Do not approve City of Ukiah to submit applications and execute documents on behalf of the County.
