Summary of Request:
PBS has a successful history of working with Mr. Folsom for Plancheck and Inspection Services. Mr. Folsom provides more than 26 years of experience as a building inspector and is a certified Plans Examiner. He is combination certified for commercial and residential inspections, and is also a Certified Access Specialist (CASp). Due to the complicated nature of some code enforcement complaints that relate to substandard buildings, electrical or grading requirements, PBS requests approval of an agreement to utilize Mr. Folsom’s expertise specifically for Code Enforcement investigations. The scope of work would include, but not be limited to, field inspections with Code Enforcement to identify building and construction code violations; review of new and ongoing investigations; expert case evaluation related to current building and construction codes; expert testimony and formal declarations for court cases or appeal hearings to support the determinations made related to code enforcement actions; provide training and conduct research for Code Enforcement Staff related to building and construction codes; and provide assistance in policy and procedure development with Code Enforcement staff. The agreement is budgeted to be paid from the Nuisance Abatement fund.
