Summary of Request

On May 13, 2021, the Board of State and Community Corrections approved our grant submission in the amount of $866,484.00 to establish the Restorative Justice Youth Court (RJYC).  RJYC is a program run by teens for teens.  The objective of the RJYC is to interrupt the developing pattern of criminal behavior in referred juveniles by promoting self-esteem, motivation for self-improvement, forming a healthy attitude toward authority, and increasing education.  Mendocino County Probation partnered with the Arbor-Drug Free Communities Coalition (a division of Redwood Community Services, Inc.) and utilized grant funds to establish the RJYC.  Using youth-driven, restorative approaches the RJYC partners with high-risk youth and young adults to advocate for restorative justice practices in schools and law enforcement, providing trauma-informed alternatives to the juvenile justice system and school-based suspensions.  Youth participate in peer-to-peer support and mentorship activities to increase protective factors and independent living skills.  To ensure equity to access across the community, program services are provided through a varied model of service, with both in-person and virtual activities.

When the Grant period ended effective October 31, 2024, the JJCC and the Probation Department included the RJYC as part of the Mendocino County Juvenile Justice Consolidated Plan and approved funding for the program utilizing JJCPA funds through June 30, 2025.  The JJCC again approved JJCPA funding for the program for both the FY2025-26 and the FY2026-27 plan years.  The Board of Supervisors approved the Consolidated plans and the JJCPA funding plans for FY2025-26 and FY2026-27 on April 22, 2025, and April 21, 2026, respectively.  The continuation of the RJYC builds on the success of this comprehensive restorative juvenile justice diversion program and serves the youth of Mendocino County.  The program is 100% funded with JJCPA funds.

This agreement is retroactive due to the need to clarify and restructure program deliverables, staffing positions and payment terms.  Additionally, there was a gap in communication due to an unknown issue with the contractor’s point of contact email.  Funding of this program was approved by the JJCC for both the FY2025-26 and FY2026-27 budget years.  These budgets were approved by the Board of Supervisors on April 22, 2025, and April 21, 2026, respectively.
