Summary of Request:
The Mendocino County Air Quality Management District (MCAQMD) seeks Board approval of a lease agreement with the Willits Unified School District (WUSD) in the total amount of $6,000 for a 10-year term. This lease authorizes MCAQMD’s installation and maintenance of a trailer-mounted PM2.5 Federal/State regulatory air monitoring station on school district property.
MCAQMD is required by state and federal regulation to operate this monitor, which collects air quality data for PM2.5 that is reported to both the U.S. Environmental Protection Agency (EPA) and the California Air Resources Board (CARB) for regulatory compliance and public health assessment. Willits has been designated as a PM2.5 monitoring location by both the State of California and the EPA.
The monitor was previously located at 125 Commercial Street in Willits; however, due to the loss of that lease, relocation was necessary. The equipment has now been at that WUSD location for a number of years, but it was recently discovered a previously discussed agreement was never finalized and signed. The selected site on WUSD property provides appropriate siting conditions for regulatory monitoring purposes. The annual lease cost is $600, funded by the EPA PM2.5 Grant,YAPM103.
