Previous Board/Board Committee Actions:

By Resolution Number (No.) 22-250 (December 13, 2022), the Board of Supervisors (BOS) approved BOS Agreement No. 22-305 / Department of Transportation (DOT) Agreement No. 220038 with Citizen Communications, LLC, dba Recyclist, for solid waste tracking and reporting software implementation, three-year program subscription, and technical support, in the amount of $72,203, for a term of thirty-six months.                     

 

Summary of Request

Senate Bill (SB) 1383 represents the largest and most prescriptive waste management legislative update in the last 30 years.  CalRecycle, as the regulatory authority under this law, adopted regulations requiring local jurisdictions to implement specific actions and programs necessary to achieve the statewide organic waste reduction targets.  Successful compliance with SB 1383 requires a significant and coordinated effort countywide.  Due to the numerous actions and programs required to be implemented by jurisdictions under SB 1383, the County of Mendocino currently uses Recyclist Software to track compliance progress and meet reporting requirements.  The County first implemented Recyclist Software in 2023 and the company has since been purchased by Routeware, Inc.   

 

DOT Agreement Number (No.) 250037 provides for a renewed three-year subscription to Recyclist Software to assist the County in meeting its solid waste mandates, including SB 1383.  Recyclist meets the County’s implementation record requirement by tracking and producing reports on the following SB 1383 requirements: organic waste collection service, edible food recovery, waiver issuance and verification, education and outreach efforts, County procurement of recycled-content paper and recycled organic waste products, inspection and enforcement, and contamination minimization.  Additionally, Recyclist tracks compliance with Assembly Bill (AB) 341 (Mandatory Commercial Recycling) and AB 1826 (Mandatory Commercial Organics Recycling) and converts raw data to reports in a format compliant with the CalRecycle electronic annual report (EAR) requirements.   

 

DOT has received a grant award from CalRecycle which is expected to cover the entire cost of the next three-year subscription and has budgeted accordingly.  DOT recommends and respectfully requests the BOS approve DOT Agreement No. 250037, with Routeware, Inc., for a solid waste tracking and reporting software three-year program subscription in the amount of $71,731.54, for the term of May 1, 2026, through April 30, 2029.
