Previous Board/Board Committee Actions:
On February 3, 2026, the Board of Supervisors ratified and approved the submission of a grant application by the Library for the Carl Moyer Memorial Air Quality Standards Attainment Program from the California Air Resources Board in the amount of $100,000 for the Library's Hybrid Bookmobile Project; and authorized the Library Director or designee to execute the grant Agreement, other necessary documents, and submit all documents if awarded.
On October 21, 2025, the Board of Supervisors approved a grant application for U.S. Department of Agriculture Community Facilities Direct Loan & Grant Program in the amount of $50,000 with matching library capital investment funds of approximately $550,000 to fund the purchase of a new hybrid Freightliner library Bookmobile to serve residents of rural Mendocino County.
Summary of Request:
After more than 14 years of service, the current bookmobile has exceeded its expected lifespan and is increasingly unreliable, making replacement essential to maintaining countywide library access. In 2025, the Library initiated the replacement process, gathering community input through public surveys and meetings to inform the specifications for the new Bookmobile. Based on this feedback, an RFP was drafted and issued for a modern, hybrid Bookmobile to meet the evolving needs of Mendocino County residents. TechOps Specialty Vehicles was the successful vendor bidding on this particular acquisition and will be awarded a contract based upon the quotes and specifications submitted.
Since the 1960s, the Bookmobile has traveled over 18,000 miles annually, making 800 regular stops across six main routes. These routes serve the communities of Navarro, Comptche, Philo, Boonville, Manchester, Gualala, Hopland, Redwood Valley, Potter Valley, Laytonville, Leggett, Piercy, Fort Bragg, Caspar, Mendocino, Westport, Albion, and Elk. In addition to its scheduled stops, the Bookmobile regularly visits schools, nursing homes, senior centers, and participates in special events, ensuring broad access to library services throughout the county.
Measure O funds will provide the funds needed to purchase the new Bookmobile, with potential supplementation with grant funds.
