Previous Board/Board Committee Actions:
On December 17, 2019, the Board approved a five-year agreement for forensic pathology services with Bennet Omalu Pathology in the amount of $1,675,000.
Summary of Request:
On August 19, 2019, the Sheriff’s Office released RFP SO-2019-002 for proposals to provide forensic pathology services to the County. The RFP committee chose the Bennet Omalu Pathology Group for the contract award on September 30, 2019. The agreement is for five years which locks in competitive rates for the County. Forensic pathology services are difficult to budget for as the costs are directly linked to the undetermined number of Coroner cases that come in, and the types of services needed to determine the cause of death. The Board authorized the Sheriff to increase the contract up to $100,000 if necessary in the interest of time, as these types of services cannot be put on hold.
On February 11, 2022, the Sheriff’s Office processed the first amendment to the agreement that increased the amount by $100,000 bringing the total not-to-exceed amount to $1,775,000. On June 13, 2022, the Board approved a second amendment that increased the agreement total amount by $700,000, which was included in the FY22/23 budget, bringing the total not-to-exceed amount to $2,475,000.
The Sheriff’s Office is requesting a third amendment to Bennet Omalu Pathology’s contract to increase available funds by an additional $195,000 in order to pay for autopsies and other forensic pathology services through FY22/23, bringing the total contract amount to $2,670,000. Unfortunately, Mendocino County continues to have record numbers of Coroner cases that require more forensic pathology services than originally anticipated, thus the need for additional funds. The contract is currently in its fourth year.
