Authorize the Purchasing Agent or designee to establish a capital improvement project to install an access control card reader system at the Emergency Operations Center building at 880 North Bush Street in Ukiah in the amount of $60,000; Approve transfer of funds from Fund 1100 Org ND 865802 in the amount of $60,000 to Fund 1201 Org CI 827802 in the amount of $60,000, and increase fund 1201 Org CI 864360 Structures and Improvements funds will be appropriated from 770077 the Designated Reserve from the 2017 Wildfire PG&E Settlement; and authorize the Chair to sign same.

Previous Board/Board Committee Actions:
On August 17, 2021, the Board of Supervisors accepted the prioritized spending plan for the one-time PG&E Disaster Settlement Funds including $600,000 for Office of Emergency Services Structures and Improvements. On September 20, 2022, the Board of Supervisors directed staff to proceed with the relocation of the Emergency Operations Center to Building 35 at 880 North Bush Street in Ukiah.
Summary of Request:
Substantial funding was set aside from the 2017 Wildfire PG&E Settlement fund for relocation of the Emergency Operations Center (EOC). While other options were considered, the EOC was ultimately located in Building 35 at 880 North Bush Street on the Administration Center Campus. The access control project was requested by the Office of Emergency Services to ensure appropriate security levels in the EOC.
Alternative Action/Motion:
Do not authorize the project creation or appropriation and provide alternate direction to staff.
