Ratify the submission of the Homeless Housing, Assistance, and Prevention Program Round 4 (HHAP-4) joint application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); approve Standard Agreement No. 23-HHAP-10035 with Business, Consumer Services, and Housing Agency for HHAP-4 in the amount of $2,138,443.88, effective upon full execution through December 31, 2027, with the County of Mendocino as the administrative entity for the MCHSCoC; authorize the Social Services Director or designee to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

On February 4, 2020, the Board approved action Item 8(a), “Author1zation for the Homeless Action Ad Hoc Committee (Supervisors Gjerde and McCowen) to meet with staff and community stakeholders to develop a preliminary expenditure plan and submit an application for Homeless Housing, Assistance and Prevention (HHAP) Funding.”

 

On July 14, 2020, the Board approved Consent Agenda Item 4(i), “Ratification of submission of revenue Agreement No. 20-HHAP-00010 with Business, Consumer Services and Housing Agency (BCSH) for Homeless Housing, Assistance And Prevention Program allocation in the amount of $924, 734.12, effective upon execution through June 30, 2025, with Mendocino County as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care (CA-509).”

 

On July 14, 2020, the Board approved Consent Agenda Item 4(k), “Ratification of submission of revenue Agreement No. 20-HHAP-00014 with Business, Consumer Services and Housing Agency for Homeless Housing, Assistance and Prevention Program allocation in the amount of $856,699.99, effective upon full execution through June 30, 2025.”

On February 28, 2023, the Board approved Consent Agenda Item 3(ao), “Ratification of Submission of the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3) Joint Application with the Mendocino County Homeless Services Continuum of Care (MCHSCoC); and Approval of Revenue Remainder Disbursement Standard Agreement No. 22-HHAP-20041 with Business, Consumer Services, and Housing Agency for HHAP-3 in the Amount of $1,703,609.13, Effective Upon Full Execution through December 31, 2026, with the County of Mendocino as the Administrative Entity for the Mendocino County Homeless Services Continuum of Care.”

 

Summary of Request:

On September 30, 2022, California Interagency Council on Homelessness [Cal ICH; formerly the Homeless Coordinating and Financing Council (HCFC)] of the Business, Consumer Services and Housing Agency (BCSH), released the Homeless Housing, Assistance and Prevention Round 4 Application. Mendocino County Department of Social Services submitted the online Application on November 29, 2022, which required local jurisdictions to indicate whether they were going to apply jointly with other jurisdictions or individually. The County of Mendocino agreed to apply jointly with the Mendocino County Homeless Services Continuum of Care for HHAP Round4.

 

For the HHAP Round 4 funds, BCSH combined the allocation amounts for Mendocino County and MCHSCoC. The approval of the proposed Standard Agreement No. 23-HHAP-10035 will authorize the release of fifty percent (50%) of the allocated funds, which is $1,069,221.94. BCSH will disburse the remaining fifty percent of HHAP-4 funds upon demonstration by Mendocino County that it has complied with the requirement to contractually obligate and expend a minimum amount of its round 4 program allocation and remains on track to meet its outcome goals. To receive the remaining fifty percent of HHAP-4 funds, Mendocino County shall contractually obligate no less than 75 percent and shall expend no less than 50 percent of their initial (50 percent) HHAP-4 disbursement by May 31, 2025.

 

Mendocino County Department of Social Services is requesting ratification of the submission of the Standard Agreement to Apply, which was submitted on November 29, 2022, and approval of Standard Agreement No. 23-HHAP-10035, received on April 28, 2023. Mendocino County Department of Social Services and MCHSCoC applied jointly for the HHAP Round 4 allocation and will collaborate on the process to determine the use of funds.
