Previous Board/Board Committee Actions:
Adoption of Chapter 18.16 of the Mendocino County Code, granting the Planning & Building Services Department authority over private road naming and addressing. Chapter 18.16 was most recently updated in December 2016 by Ordinance 4370. On February 4, 2020 the Board of Supervisors directed staff to work with the Fire and EMS Sustainability Ad Hoc Committee to update and streamline the road naming process for public safety purposes.
Summary of Request:
The Mendocino County Planning and Building Services Department is responsible for creating and maintaining the Master Grid and Property Numbering System used to assign physical or ‘situs’ numbers to parcels in the unincorporated areas of the County. The primary purpose of this responsibility is to coordinate the application of emergency services when needed, as well as to maintain an organized file system within the Department based on property addresses. In addition, the Department is also tasked with processing road name petitions filed by property owners, or filing petitions on the County’s behalf when the need arises.
Mill Creek Road is an existing private road in the Laytonville area that serves approximately 15 undeveloped parcels. There is another road in the immediate area - also named Mill Creek Road - that serves four residences. The two roads are not connected or accessed in the same way, and pending development on this Mill Creek Road threatens to create dangerous confusion if not quickly remedied. All 15 parcels on the affected road are under common ownership, so staff reached out to the property owner for a proposed alternate name. Shepherd’s Lake Road was the proposed suggestion. Following concerns about a7utomated dispatch (CAD) systems not recognizing certain punctuation including apostrophes, the proposed name was modified slightly to Shepherd Lake Road.
Alternative Action/Motion:
1) The Board of Supervisors rejects adoption of the proposed road name, leaving the existing road unnamed. Addresses will remain assigned as Mill Creek Road.
2) The Board of Supervisors adopts a different name for the road, naming it , and directs staff to assign the proper addresses.
