Summary of Request:
On April 6, 2017, the Executive Office released RFP No. 08-17 titled “Information Technology Master Plan”. The RFP closed on May 8, 2017, and nine responsive proposals were received. The RFP evaluation review committee, which consisted of eight individuals (three representatives from the Mendocino County Executive Office (CEO), one Board of Supervisors, two Mendocino County Sheriff’s Office (MCSO), one Mendocino County Department of Planning and Building Services and one Mendocino County Health and Human Services Agency) met and determined that four of the responsive proposers would be invited to provide oral presentations/demonstrations. The four proposers, BerryDunn, Elert & Associates, ClientFirst and NexLevel, presented to the evaluation review committee on July 12, 2017.
The following is an outline of the elements associated with the development of the IT Master Plan:

• Conduct Infrastructure Review
• Meeting with IT management
• Risk Assessment
• Communication Systems Review
• IT Staffing Review
• IT Initiative Determination
• IT Initiative Development
• Planning and Prioritization Workshops
• Final Report and Presentations
Based upon the RFP evaluation review committee’s recommendations, the Mendocino County Executive Office is submitting their recommendation to the Board of Supervisors for contract award consideration based on the evaluation review team findings. The Mendocino County Executive Office is requesting the Board of Supervisors award the contract for services as described in RFP No. 08-17 to ClientFirst Technology Consulting, in the amount of $99,902, to provide an IT master plan and consulting services for a one year term.
Alternative Action/Motion:
Do not approve contract and provide alternative direction to staff.
