Recommended Action/Motion:

recommendation

Approve request by Office of Emergency Services to reallocate $100,000 of one-time Pacific Gas and Electric (PG&E) disaster settlement funds, previously approved by the Board of Supervisors to fund EMT/paramedic scholarships, towards consultant services to assess the County’s EMS Program.

End

Previous Board/Board Committee Actions:

On April 6, 2021, the Board heard the presentation from Coastal Valleys regarding projects to strategically invest one-time Pacific Gas & Electric (PG&E) Disaster Settlement Funds.

On August 17, 2021, the Board accepted prioritized spend for projects utilizing PG&E Disaster Settlement Funds, including $100,000 to fund EMT/paramedic scholarships.

Summary of Request

The Board approved $100,000 of the PG&E Settlement Funds to fund educational scholarship opportunity for four students at $5,000 for five years to pay for tuition costs of paramedic school.  The intention was to improve paramedic staffing levels in Mendocino County. After the administration of the EMS program transferred to OES, staff finds that the scholarship program could not progress due to gift of public funds issue.

OES staff finds it would be the best interest of the community to use the allocated $100,000 to fund for consultant services to assess and evaluate the County’s EMS program.  This service is critical; yet has not been completed in recent years due to lack of funding.

Staff is seeking the Board of Supervisor’s approval to reallocate the $100,000 towards consultant services to assess the County’s EMS Program.
