Summary of Request:
County of San Joaquin Behavioral Health Services contracts with multiple Short Term Residential Treatment Programs (STRTPs) located and certified in San Joaquin County. Mendocino County does not have many options to place youth clients in STRPs locally and depends on out of county placements. These STRTPs offer a broad range of services to Mendocino County youth to receive a specific level of care that requires a structured environment due to mental health challenges. There are a limited number of STRTPs in California, and it is challenging to find and secure a bed at STRTP to provide mental health services to youth in need of services. Mendocino County BHRS intends to contract with County of San Joaquin to provide mental health services to youth placed at STRTPs in San Joaquin County by Mendocino County Family and Children’s Services. Currently, one of the STRTPs has accepted a youth from Mendocino County Family and Children’s Services and receiving services. All clients placed under this contract must receive continuous uninterrupted services at STRTPs contracted with County of San Joaquin, including any additional placements as needed throughout the year. Through the contract, County of San Joaquin coordinates to provide a range of psychiatric services including rehabilitation services, medication management, educational opportunities, socialization and group interactions, entertainment/recreation, and transportation for the residents with an overall goal for clients to achieve independence with a lower level of care requirement
Due to the unexpected nature of the need for STRTP services, this Agreement was not anticipated until a youth is placed in San Joaquin County. BHRS began processing the Agreement as soon as the need was recognized, and the agreement is before the Board of Supervisors with a retroactive start date of July 15, 2025.
