Summary of Request:
Starting January 1, 2018, California Department of Social Services (CDSS) gave counties the option to opt-in to the Emergency Child Care Bridge Program for foster children. The Bridge Program requires counties to contract with their local Child Care Resource and Referral programs to provide child care navigation and trauma-informed care trainings and coaching. North Coast Opportunities, Inc. (NCO) is the only Child Care Resource and Referral program in Mendocino County, and has contracted with Mendocino County in the past to provide these services.
Through such contracts, from July 2023 through April 2024, NCO provided child care navigation services for 28 unduplicated foster children and their 18 caregivers. NCO scheduled 10 trauma-informed trainings, as well as 7 coaching sessions. Coaching sessions focused on health and safety, resiliency and self-care, integrated germ management, concrete supports, and technical assistance.
The proposed Agreement with NCO provides funds for continued services for child care navigators and trauma-informed care trainings. Through the Agreement, child care navigators will assist eligible families with finding a child care provider, securing subsidized child care placement, completing child care applications, and developing a plan for long term child care. Additionally, trauma-informed care trainings for child care providers will be provided to include, but not be limited to, infant and toddler development, and research-based trauma-informed best practices.
CDSS issued the 2024-25 State General Fund planning allocation for the Bridge Program sent on May 7, 2024. The proposed Agreement with NCO reflects the planning allocation, which must be used for child care navigation and trauma-informed trainings, and will be amended if the final allocation letter for Fiscal Year 24-25 results in a higher or lower State General Fund amount for child care navigation and/or trauma-informed trainings.
