Previous Board/Board Committee Actions:

On September 13, 2016, the Board adopted resolution number 16-115, which authorized the processing of a consolidated Coastal Development Permit by the California Coastal Commission for Caltrans to conduct geotechnical drilling at the Albion River Bridge.

 

On February 8, 2022, the Board adopted resolution number 22-036, which authorized the processing of a consolidated Coastal Development Permit by the California Coastal Commission for Caltrans to inspect, repair, and upgrade various undercarriage sections to the Albion River Bridge.                     

 

Summary of Request

The California Department of Transportation (Caltrans) requests the processing of a Consolidated Coastal Development Permit to conduct a geotechnical investigation in support of the Albion River Bridge Project. The investigation is needed to characterize the foundation materials and collect samples at the proposed replacement bridge foundation, retaining wall, and new culvert locations to provide recommendations for the design of new structures. Originally, Caltrans stated that the investigation would involve drilling sixteen (16) boreholes and destroying and sealing two (2) existing piezometers. However, on February 17, 2026, Caltrans submitted revisions to the request, including (1) corrections to the Coastal Commission’s appeal jurisdiction, (2) a reduction in the number of boreholes to be drilled from sixteen to nine, and (3) changing the location of one proposed borehole. These revisions were submitted after Mendocino County had published the request online on February 9.

 

The project area includes land within the jurisdiction of both the County of Mendocino and the California Coastal Commission because parts of the project area span the Albion River, associated beach, and campground, which are mapped as Commission-retained permit jurisdiction areas. California Public Resources Code Section 30601.3 allows the processing of a Consolidated Coastal Development Permit when the local government and Coastal Commission both consent to the consolidation, provided public participation is not substantially impaired. In this case, the processing of a Consolidated Coastal Development Permit would eventually require that the Coastal Commission hold a public hearing, which would afford the same degree of public participation as the hearing procedures in Mendocino County.

Do not adopt the resolution and require the processing of a Coastal Development Permit by the County.
