Approve Agreement with Summit Food Service, LLC in the amount of $2,616,000 for kitchen and laundry services at the Mendocino County Jail for a three-year contract term of February 1, 2023 through January 30, 2026, with the option to extend the Agreement for two additional one-year periods; authorize the Sheriff to sign future amendments that do not affect the total amount of the Agreement; and authorize the Chair to sign the same.

On February 8, 2022, the Board approved a retroactive five-month Agreement with Summit Food Service, LLC for emergency kitchen and laundry services at the Mendocino County Jail due to limited staff availability.
Summary of Request:
On August 29, 2022, the Sheriff’s Office released Request for Proposal (RFP) No. SO-060-22 for Jail Kitchen and Laundry Services. The Sheriff’s Office is in need of a kitchen and laundry vendor who will provide the management of food and laundry mandated services to inmates housed in the Mendocino County Jail. In recent months, the Sheriff’s Office has experienced food supply issues that have resulted in the inability to purchase and receive various items in bulk quantities on a consistent basis. Having a vendor responsible for ordering and supplying food will aid in minimizing increased food costs due to inflation and also avoid any potential delays in receiving the quantities necessary to keep the Jail Kitchen functioning properly. This vendor will provide a standard food and laundry service that conforms to Title 15 Minimum Standards for Local Detention Facilities.
On September 29, 2022, the Sheriff’s Office received two bids for RFP No. SO-060-22. After review by the RFP evaluation committee on October 6, 2022, it was determined that Summit Food Service, LLC was the highest scoring bidder.
