By Resolution Number (No.) 21-039 (March 23, 2021), the Board authorized the advertisement and award of Department of Transportation (DOT) Contract No. 200098 at an estimated cost of $4,000,000, to perform a 2021 Corrective/Preventative Maintenance Project on Orr Springs Road.
Summary of Request:
DOT has prepared construction plans, specifications, estimates and contract documents for DOT Contract No. 200098, 2021 Corrective/Preventative Maintenance Project on Orr Springs Road. This project includes the preservation of up to 12.86 miles of road surfaces within the Mendocino County Maintained Road System, at an estimated average cost of $272,162.00 per mile when completed, on Orr Springs Road, County Road 223, from milepost (M.P.) 24.25 to M.P. 37.11. This project is to be funded through Senate Bill 1 (SB 1): The Road Repair and Accountability Act of 2017, and Road Maintenance and Rehabilitation Account (RMRA) funds. Bids were opened for this project on April 28, 2021, with the lowest responsive, responsible bidder being Northwest Paving, Inc., of Redding, California. Their base bid ($2,964,604.50) plus bid additives 1 and 2 came in at $3,631,883.10, to complete the project from M.P. 24.25 to 36.00. Bid additive 3, which extends the project from M.P. 36.00 to 37.11, came in at $375,789.90, and would bring the contract total for the base bid plus bid additives 1, 2, and 3 to $4,007,673.00. DOT requests and recommends the Board authorize the Director of Transportation to award, for an amount greater than previously authorized, DOT Contract No. 200098 Bid Additive 3, in the amount of $375,789.90, for a total contract amount of $4,007,673.00, to perform the 2021 Corrective/Preventative Maintenance Project on Orr Springs Road.
