Approve retroactive Agreement with for James G. Flaherty, MD in the amount of $77,350 to support Mendocino County Public Health  California Children’s Services (CCS) as a Medical Consultant, to serve in the capacity of Deputy Health Officer as the local Health Registrar, and to support the Emergency Preparedness program, effective July 1, 2026, through June 30, 2027; authorize the Health Services Director to sign any future amendments that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

James G. Flaherty, MD.’s services are required in order to provide support for mandated state health programs, certification of local death and birth certificates, and provide subject matter expert information on Emergency Preparedness topics.

 

California Children's Services (CCS) provides essential medical care and support for children with specific health conditions, ensuring they receive the necessary treatment and services. The statewide initiative is designed to provide diagnosis, treatment, and medical case management for children under the age of 21 who have certain complex life-threatening health conditions.

 

The Local Registrar has the authority to sign and certify birth and death certificates for a county. This role involves receiving and reviewing reports of births and deaths, verifying the accuracy of the information, and officially registering these events in the vital records system. By signing the certificates, the Local Registrar confirms that the records are properly documented and legally recognized.

 

This Agreement, initiated prior to the new fiscal year, is being submitted for your retroactive approval due to delays resulting from the implementation of updated Policy 1 guidelines.
