recommendation
Approve first amendment to BOS Agreement No. 25-192 to extend the term of a lease with Redwood Community Services (RCS) in the amount of $1 per month, for their use of County premises located at 641 Orchard Avenue in Ukiah, for the purpose of operating a Crisis Residential Treatment Facility (CRT) and extending the end date from June 30, 2026 to December 31, 2026; and authorize Chair to sign same.

Previous Board/Board Committee Actions:
On March 15, 2022, the Board approved BOS Agreement No. 22-063 with RCS for operation of the CRT, and BOS Agreement No. 22-064 for RCS’ lease of the facility. The original lease had a term of two years and include language allowing up to two additional two-year periods (through 2028). The Board amended Agreement No. 22-063 on 5/23/23, 7/25/23, 9/12/23, and 6/5/24. On 12/16/25, BOS Agreement No. 25-192 approved a new lease for the facility through 6/30/26.
Summary of Request:
CRT operations are funded through Medi-Cal, Realignment, and the Behavioral Health Services Act. The County premises located at 641 Orchard Avenue provide Residential Treatment Facility operations, and Crisis Residential services. Services are provided on a transitional basis to Mendocino County adults, aged 18 years or older, who are experiencing a mental health crisis. The CRT has a 30-day maximum stay. Services are provided with a goal of transitioning clients from a higher, more expensive level of mental health service to more independent lower levels of care and housing in the community. It is requested that the Board approve an amendment to BOS Agreement No. 25-192, to extend the termination date to December 31, 2026. As a best practice in the future, the operating agreement will include the associated facility lease as an attachment, with terms that remain the same for both.
