On June 20, 2017, the Board of Supervisors adopted the Master Position Allocation Table for FY 2017-2018 Budget, Resolution No. 17-081.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
Human Resources conducted a review of the salary grade for the classifications of Assistant Assessor, Assistant Treasurer-Tax Collector, and Assistant Clerk-Recorder/Registrar. These single-incumbent classes assist their respective elected official in managing the staff and departmental functions, including long and short range planning, budget development and staff management. In review of the County’s Class and Compensation Plan salary grade criteria and in comparison to other management-level County classifications, particularly those serving as second in command to an elected official, these classifications were found to be assigned significantly lower salary grades by comparison. These classifications at their current salary grades are undervalued with regard to their decision-making authority, complexity, and scope and effect of their work. In addition, with regard to the Assistant Treasurer-Tax Collector, since it was last studied, this position has assumed the additional role of management-level authority over the County’s Court Collections division. It is recommended the salary grade for Assistant Assessor and Assistant Treasurer Tax-Collector be adjusted from grade MA40 to U44Z; and Assistant Clerk-Recorder/Registrar be adjusted from grade MA37 to U42A. The affected departments will endeavor to absorb the costs associated with this action without a budget adjustment. Human Resources has fulfilled its obligation with the affected bargaining unit.
NOTE: This agenda item and accompanying resolution is only to be adopted / implemented in association with the Board adoption of Resolution amending Resolution 10-006 to designate the above classifications as unrepresented management.
