Summary of Request:
Senate Bill 833 (Section 20) expanded the Investment in Mental Health Wellness Act to address a continuum of crisis services for children and youth, 21 years of age and under. SB 833 allocated funding to develop crisis residential treatment, crisis stabilization, mobile crisis support teams and family respite care. As a result, the California Health Facilities Financing Authority (CHFFA) has available grant funds for the Investment in Mental Health Wellness Grant Program for Children and Youth, to be disbursed to California counties or nonprofit or public agency designees to support capital improvement, expansion and limited start-up costs.
Mendocino County does not currently have a Youth Crisis Residential Treatment Facility. As a result, if a youth is experiencing a mental health crisis that requires hospitalization, an appropriate facility can be anywhere from 70-200 miles away. When youth are hospitalized out of the County, they are removed from their natural supports and often are transported several hours in an ambulance, creating a more traumatic experience. To fill the gap in services for youth, 17 years of age and under, the County of Mendocino Behavioral Health and Recovery Services (BHRS) (Lead Grantee) and Co-Applicant, Redwood Community Services(RCS) (Designated Grantee), plan to utilize CHFFA, Investment in Mental Health Wellness Grant Program for Children and Youth grant funds to implement a six-bed Youth Crisis Residential Treatment program within Mendocino County.
Using grant funds, RCS, a private nonprofit corporation and Co-Applicant to the County, will locate and secure a property, and provide program services. This includes the purchase of real property, renovations of real property, purchase of furnishings, equipment, and information technology, and financing for three months of startup costs.
The new Youth Crisis Residential Treatment Facility will serve children and youth, 17 years of age and younger, who are experiencing a mental health crisis but do not meet criteria for psychiatric hospitalization, or would not need psychiatric hospitalization level if a youth crisis residential treatment facility was an option.
BHRS submitted the CHFFA, Investment in Mental Health Wellness Grant Program for Children and Youth application on October 29, 2021. The award announcement was received on January 27, 2022 and BHRS is now waiting for the final grant Agreement to be received for processing.
